Ceuta: the EU expresses solidarity with Spain after the surge

European Union interior ministers held an emergency videoconference after the mass arrival in the Spanish enclave of Ceuta. More than 70,000 people crossed the border from Morocco within a few hours.

At least 75 people lost their lives attempting to reach Spanish territory.

According to Spanish Interior Minister Fernando Grande-Marlaska, practically all those who had entered Ceuta have now returned to Morocco. The enclave is subject to a special regime dating from 1991, which requires border controls also for those leaving the territory.

The conclusions of the meeting

Ministers expressed unanimous solidarity with Spain and appreciation for the rapid and effective action of the Spanish authorities.

The priorities set out cover four areas. Action against the networks running migrant trafficking. Strengthening the security of the Union's external borders. Better coordination of information to counter disinformation from outside. And reinforcing return procedures.

European Commissioner Magnus Brunner was asked about the role of the Moroccan authorities. He replied that Spain is examining the question specifically, that the ongoing investigations concern precisely this aspect, and that their outcome must be awaited.

The same commissioner cited criminal smuggling networks and disinformation spread on social media among the factors behind the episode.

The number of people involved in so short a time sets this episode apart from ordinary movements. A concentration on that scale presupposes coordination, and it is on this point that the announced checks are focused.
